Would America of joined the war if Pearl Harbour never of happened?

Probably. US warships were already under fire, protecting US flagged transports headed for Britain, and the sinking of those ships while protecting neutral vessels likely would have caused the US to declare war upon Germany anyway, although it might have taken another six months or so.
